Service Tax Rates

Service Tax applies to prescribed taxable services provided by businesses registered under the SST regime.

Standard Rate: 8%

Applies to most taxable services including professional and consultancy services, hotels, insurance, entertainment, information technology services, and advertising. This rate was revised upward from 6% effective 1 March 2024 under Budget 2024.

Reduced Rate: 6%

Applies to food and beverage services, telecommunications, parking, logistics, and office or commercial rental. The rental and leasing category was brought into the Service Tax net from 1 July 2025 at the reduced 6% rate.

SST Rounding Rules

SST amounts must be rounded to two decimal places, that is, to the nearest sen. Where the third decimal is five or above, the amount is rounded up. Where it falls below five, it is rounded down. For invoices containing multiple line items, each line's SST is computed and rounded individually before totals are aggregated.

Example:

Line 1: RM 1,000 x 8% = RM 80.00

Line 2: RM 350 x 8% = RM 28.00

Total SST: RM 80.00 + RM 28.00 = RM 108.00



SST Registration Number Format

Businesses registered for SST in Malaysia are issued a unique identification number by the RMCD in the following format: ANN-YYMM-NNNNNNNN, a 15-character alphanumeric identifier. In this structure, ANN represents the state code or tax category, YYMM encodes the year and month of registration, and the final eight digits form a unique entity identifier. This number is mandatory on all SST invoices and tax returns. Foreign digital service providers registered separately through the MySToDS portal receive a distinct Foreign Registered Person (FRP) reference number.



SST Invoice Requirements Under the Sales Tax Act 2018 and Service Tax Act 2018

A non-compliant invoice can expose a business to penalties and disqualify it from legitimate tax recovery. Every SST-registered business must ensure its invoices include the following mandatory elements.

The full name and business address of both the supplier and the customer must appear on the invoice. The supplier's SST registration number in the prescribed RMCD format is required. Each invoice must carry a unique sequential invoice number and the invoice date. Where the date of supply differs from the invoice date, both must be disclosed. A clear description of the goods supplied or services rendered is required, along with separate disclosure of the net amount, applicable SST rate, SST amount, and gross total payable.

From 1 August 2024, Malaysia's national e-invoicing mandate under MyInvois, operated by the Inland Revenue Board (LHDN), has been rolling out in phases by annual turnover. As of January 2026, businesses with annual turnover between RM 1 million and RM 5 million entered Phase 4 of the mandate. Businesses below RM 1 million remain exempt for now, though Phase 5, which takes effect from 1 July 2026, will extend the requirement to businesses with turnover between RM 150,000 and RM 1 million. Non-compliance carries penalties between RM 200 and RM 20,000 per non-compliant invoice under the Income Tax Act 1967.



SST Registration Thresholds
